Deputy Prime Minister Le Van Thanh has signed Decision No. 1959/QD-TTg dated November 19, 2021, approving the general planning for northern Quang Ninh province’s Ha Long city to 2040.
The planning aims to develop Ha Long into a civilized and friendly service and tourism city aiming at sustainable development and meeting requirements in green growth and climate change adaptation.
Planning will be implemented in 21 wards with a natural area of about 112,132 ha and a permanent population as of 2020 of about 327,400 people.
It is expected to exploit the potential and advantages of Ha Long’s urban areas and existing traffic infrastructure in order to connect and expand the space for tourism, develop public transportation, and improve seaport services and logistics so that the city becomes a national logistic center.
The city’s population by 2030 is expected be 620,000-650,000 people and 800,000-830,000 by 2040.
To carry out the planning, primary tasks include assessing the status of urban development planning, reviewing and evaluating the implementation of past plans and projects, and identifying requirements and problems for urban development management in the new period.
Planning needs to follow the orientations of national planning, national sectoral planning, and the planning of Quang Ninh province. It is expected to assist the development needs of Quang Ninh in the new period, and orient main economic sectors so they are in harmony with the requirements of environmental conservation.
Other tasks such as adjusting the development model, the development orientation of the Cua Luc Bay area, urban space management, and infrastructure are also of concern.
The planning time shall not exceed 12 months after related tasks are approved by relevant authorities.
