The Government of Vietnam (GVN) has been endeavoring to create a favorable investment environment by continuing to complete Vietnam’s legal system and introducing quite a fair amount of incentives to foreign investors. Since first promulgating the Foreign Direct Investment Law in 1987, Vietnam has been very successful in attracting FDI. The Government has constantly issued FDI related guideline; The Ministry of Planning and Investment (MPI) has issued a new strategy on attracting FDI for the 2011-2015 and 2011-2020 periods. The policy takes priorities on public-private cooperation and areas such as high tech, green industries oriented research, development and manufacturing, which are expected to create high added values; and it also places emphasis on environmental protection to advance towards sustainable development. Based on international assessments, Vietnam is also regarded as an attractive destination for foreign investors. Vietnam ranks first among ASEAN nations, up three notches in FDI attraction, and is among the top economies of investment attraction according to the World Investment Prospects Survey 2010-2012 conducted by the United Nations Conference on Trade and Development (UNCTAD).
Foreign Investment Agency (FIA), an organization belonging to the MPI is the designated administrative agency to promote and manage foreign investment in Vietnam. Organizational structure of FIA includes 6 divisions with the Head office in Hanoi, 3 Investment Promotion Centers in the North, Middle and South regions and 11 Investment promotion representatives in 9 countries around the world.
