Function

The Investment Promotion Center – North Vietnam is a unit under the Foreign Investment Agency, performing the function of promoting investment in provinces from Ha Giang to Quang Tri (hereinafter called Northern provinces)

The Investment Promotion Center – North Vietnam is a non-productive unit with its own revenue, seal, and accounts. Its operation is funded by the state budget in the total annual expenditure of the Foreign Investment Agency and it is based in Hanoi.

Its tasks and rights are as follows:

• Assisting the local authorities to build up the programs, plans and the portfolio of projects to appeal investment and to promote investment for the local socio-economic development;
• Supporting investors to look for investment opportunities and form investment projects;, mobilizing and promoting investment in key programs and projects;
• Hosting the preparation and organization of meetings with investors of Northern provinces to promote investment as assigned by the Agency;
• Publicizing, advertising, building the image of the investment climate; printing, publishing brochures about the investment climate of the Northern provinces and of Vietnam;
• Organizing training sessions, coaching, professional exchange and updating information as well as investment promotion skills in order to enhance the investment promotion capability for the Northern provinces;
• Undertaking projects funded by the capital source of international organizations or foreign investment partners of domestic and foreign private businesses as assigned by the Foreign Investment Agency;
• Upon request of investors and the concerned agencies, the Investment Promotion Center – North Vietnam can provide such services with charge as provision of necessary information concerning investment projects, organizing receptions, interpreting, giving legal consultancy, preparing project files and other services as requested by investors and the concerned agencies;
• Attending investment promotion programs held by the Ministry and the Foreign Investment Agency;
• Performing other tasks as assigned by the Director of the Foreign Investment Agency;
• As authorised by the Director of the Foreign Investment Agency, the Director of The Investment Promotion Center – North Vietnam can sign certain documents to inform the opinions of the Agency Director, explain and guide the implementation of the regulations and the guidelines of the Ministry; sign the recruitment contracts with new staff as required by the operation of the Center apart from the full-time staff provided by the Agency.
